What are the lines for in the different page areas?

Each area on every page in this site, other than the ad area, has a set of lines on the side or bottom that acts as a grab bar to change the position of the area on the page.  Each change of position is maintained between pages relative to the point from which the area was initially positioned.  Thus the Search area is maintained relative to the upper right, the quick link menu is maintained relative to the center left and the main content area is maintained relative to the center of the page.  Additionally, the main content area has a separate set of lines at the lower right hand corner used to expand or contract the content area.  Such changes in size are also maintained relative to the main content area's initial position.
